How bad the bottlenecking is when paired up a RX 6600XT with and R5 3600x and 2400Mhz dual kit (8X2) ram sticks?

Depends on the game. Not every game taxes the CPU the same way.

That's basically the current gen console spec. There wouldn't be a bottleneck, you would just be limited by different things in different games. For example the CPU heavy games like the new Spiderman or Cyberpunk would probably hit CPU limits, while other games would max out the GPU.

Right. But worried about RAM speed. Should I jump to 3200Mhz from 2400Mhz?

It would help a little bit, but I would argue that it's not worth spending money for it.
