New gaming laptop isn't using all of its power?

Hello!
I just got my first gaming laptop a few days ago, a Lenovo Legion7 16ACHg6 Ryzen 7 5800H/16GB RAM/1TB/RTX 3080 16GB/16" WQXGA 165Hz/Windows 11/

 

But it seems like it isn't behaving as it should. I've tried some heavier games like Ghostwire Tokyo and Spider-man remastered but it seems to be holding itself back, not using 100% of CPU or GPU despite being within very reasonable temps. I've tried reinstalling the whole computer, updated drivers, bios & windows to the latest versions.
I have attatched two pictures of the games where CPU & GPU usage can be seen.

 

I am using Leonovos performance mode and I'm plugged into the wall.

 

Does anyone know what the problem could be?

Curious, what's the ram configuration?  2x8GB or 1x16GB

Desktop: Intel i7-13700K / Asus ROG Strix  z690-e / Nvidia 4080 FE / 32GB DDR5 Corsair Dominator / 2TB  WD SN850x  / 48" Lg C2 & 27" Asus ProArt

Plex Server: Dell OptiPlex 7010 /  i7-13700 /  32GB DDR5 / 1TB Samsung  990 Pro / Ubuntu

Laptop: M2 Macbook Air / 8G ram / 8core CPU / 10core GPU / 512GB SSD

NAS: Synology 1821+ , 2x Synology RS819 = 200TB

I assume 2x8, it says dual-channel.
