27" 4K and 60-75hz would be okay... I don't play games

In that case either LG or Samsung or both good picks (I think samsung uses LG panels anyway) best thing you could do it go to a local retail store and see if you can compare some monitors.

 

one of my mates has this one: https://www.lg.com/us/monitors/lg-27UD58-B-4k-uhd-led-monitor    and they are quite positive about it
