Icue GPU rgb

I have a Tuf Gaming gpu and whenever I turn on my it stays a static color, the static color is completely random. When I open icue it only detects my keyboard and not the gpu. I can restart my pc 100 times and icue still won't detect it. What is interesting is that when I put my pc into sleep mode, wake it up, and open icue it detects the gpu every time. Is there an explanation for this lol?
