Monitor Help

Hello all, was just watching some youtube and my monitor of a couple years all of the sudden looks like this  https://imgur.com/a/OROHfLy I've done some research and I think this is banding but I am not sure what is is or how to fix it. I haven't changed any of the color profiles, and this isnt a display cord issue, as the "banding" is over the built in OSD as well. Is my panel faulty ? Thanks. This is a MAG321CQR

could be chroma subsampling check nvidia control panel or radeon settings. Could also be 60i instead of 60Hz which is interlaced which can cause a similar effect but that's usually more moving things.

No luck. Dont even see that option and the refresh rate is at 144hz
