Not the best course of action, the highest % isopropyl alcohol you can get (usually 90%, sometimes only 70%) is recommended.

Uh... that's probably worse than water. WD-40 is oil and some solvents, the opposite of what you want on PC components. It won't really... dry, because it's oil based, but so long as it's non-conductive and the penetrative agents in it (it's meant for water displacement and busting stuck bolts) don't mess up the PCB, it should still work.

Were you using WD-40, or one of the cleaning products they confusingly sell under the WD-40 brand? What's the full name of the product on the can?

Washing it carefully with soap and water does work AFAIK (you'd probably want a soft dish brush and use care not to knock off any of the more gangly little components soldered to the PCB), you just have to make sure it's 100% dry before you run any power through it. You'd have to strip it down to the bare PCB before doing so.

Why are you trying to heat gun the thing?

If its a raw pcb you can use water and dish soap and a toothbrush but it has to be very dry before reassembly

If it is already broken, then you have nothing to loose.

Curious, Why did you think WD40 was a good idea?

Off to a good start. Your last step was to rinse it with alcohol though to wash away the minerals left over by evaporating tap water that can kill the card if you power it up, right?

If that water went inside the fan lubrication, not good.

I'd wait 2 days at 20c environment. Don't keep your hopes up though. Washing won't fix it.

I've seen videos of parts getting cleaned with WD40 or some kind of water displacing lubricant, but I wouldn't recommend doing that unless the GPU got spilled on or was already affected by corrosion. Washing it off might help but the spray also could have damaged the gpu.

Using a heat gun to revive a GPU is not a magic spell. It doesn't always work, especially on cards that are damaged elsewhere. Based on the things you've done to this card I don't know that you're going to be able to get it running again.

Phobos: AMD Ryzen 7 2700, 16GB 3000MHz DDR4, ASRock B450 Steel Legend, 8GB Nvidia GeForce RTX 2070, 2GB Nvidia GeForce GT 1030, 1TB Samsung SSD 980, 450W Corsair CXM, Corsair Carbide 175R, Windows 10 Pro

Polaris: Intel Xeon E5-2697 v2, 32GB 1600MHz DDR3, ASRock X79 Extreme6, 12GB Nvidia GeForce RTX 3080, 6GB Nvidia GeForce GTX 1660 Ti, 1TB Crucial MX500, 750W Corsair RM750, Antec SX635, Windows 10 Pro

Pluto: Intel Core i7-2600, 32GB 1600MHz DDR3, ASUS P8Z68-V, 4GB XFX AMD Radeon RX 570, 8GB ASUS AMD Radeon RX 570, 1TB Samsung 860 EVO, 3TB Seagate BarraCuda, 750W EVGA BQ, Fractal Design Focus G, Windows 10 Pro for Workstations

York (NAS): Intel Core i5-2400, 16GB 1600MHz DDR3, HP Compaq OEM, 240GB Kingston V300 (boot), 3x2TB Seagate BarraCuda, 320W HP PSU, HP Compaq 6200 Pro, TrueNAS CORE (12.0)
