2nd NVME Slot Not Getting Link Width

I have an ASRock Z390 Pro4, with two NVME slots, one (the primary) with a 500GB Samsung 980, and the other with a Silicon Power 1TB drive. The system also has an i5-9600k, 32gb of DDR 4000 and a GTX 1650 Super (plugged into an x16 slot). No other devices are connected to the other PCIE slots.

 

In HWINFO, the second NVME shows the bus as having "maximum link width 4x" but "current link width 1x",  and it only gets speeds in the ~900mb/sec in Crystal Disk Mark.

 

I've uninstalled and reinstalled everything. I've poked around in the BIOS settings, but don't see anything to adjust with regards to speeds.

 

Any ideas how to get the link width up to 4x?

 

I can put the 2nd drive in an x16 adapter, but I have a 2 port USB-C card I would like to use there instead.

What other PCIE devices do you have plugged in and how many lanes do they take? Z390 has 24 chipset lanes. Top M.2 will use CPU lanes. GPU will use 16 chipset lanes. If your other slots are full, there's a good chance you're just short on lanes. 

I'm not actually trying to be as grumpy as it seems.

I will find your mentions of Ikea or Gnome and I will /s post.

a) Now sure where to limit PCIE_1 to 8 lanes. Only saw setting in the BIOS for changing the slot speeds (PCIE 2, 3.0, etc.)

b) No other devices installed - 1650 in PCIE_1 slot, NVME's in M.2 slots. That's why I'm puzzled why the second slot won't use more lanes...
