Those fish tank cases such as the 011 suck for airflow. Try something like this. Replace the 140mm exhaust fan that's included with this case with the 140mm ARGB fan down below for the full effect.

Just to clarify, my old system is/was a 5800x and (at the time) 3090 in an O11 Mini and it is fantastic for airflow. Thing would spend hours a day with the GPU at 400W and run silently. 3x120 intake at the bottom flowing straight up to 3x120 exhaust at the top is quite good, in my experience.

For the record I also own a 7800x3D/4090 system in a Torrent which is basically a very quiet wind tunnel 😁

Ryzen 7 7800x3D -  Asus RTX4090 TUF OC- Asrock X670E Taichi - 32GB DDR5-6000CL30 - SuperFlower 1000W - Fractal Torrent - Assassin IV - 42" LG C2

Ryzen 7 5800x - XFX RX6600 - Asus STRIX B550i - 32GB DDR4-3200CL14 - Corsair SF750 - Lian Li O11 Mini - EK 360 AIO - Asus PG348Q

Rather than the Corsair AIO switched to a Phanteks model and added matching fans.

Changed the memory to a kit that has EXPO profiles rather than XMP.

Switched the motherboard to add a second USB 3.2 gen 1 header to support all the front panel USB-A ports.

Changed the PSU to a model with better power regulation.

Will it work without it? Can I manually link each fan together with wires?

You can use MSI Mystic Light to control the ARGB.

as price doesnt matter im purely focusing on specs, jus fixed 2 glaring flaws being the mobo and psu

b650e-e is just pathetic for the price with no usb4 so went for a proart x670e creator with dual usb4 and pcie bifurcation (x8 x8) just incase bro has a card that can use extra cpu lanes, if overclocking is a concern theres the b650e taichi lite with eclk for overclocking that 7800x3d

psu is also pathetic with <10 year warranty so upgraded to a 1200w unit with a 10 year warranty
