Strange Texture issue in some games

Hello, so I just got the new LEGO Star Wars game and I noticed that some of the particle effects look odd, almost like a fabric texture or an etched pattern. I've noticed this in other games like the Witcher 3. I was just wondering if anyone knows what the cause of this is? The thing I'm talking about specifically is the marker in the center of the screen.

If you zoom in, you can clearly see that the particle effect looks a little wonky. 

 

I'm using an RX 5700 and an R5 2600 with 16GB of RAM. Driver version is 22.3.1, but this issue has been around for years but I never looked into it.

I'm going to mess around with some settings next time I fire up the game. The rest of it looks good, some shadows can have this same issue, but it's not really game breaking. I just know its not how its supposed to look.

I did some research, basically any gameplay I see has this "problem." It looks to just be a really bad asset.
