even if that is true, never use Userbenchmark, because the purposely hinder the performance of AMD products in order to make Intel and Nvidia look better. Of course since the 6500xt is so much better than the 1650, if they hindered it's performance it would make them look far worse than they already do

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

(RTX 3000/ RX 6000 Might run just fine with higher wattage tier B unit, Rtx 3070 runs fine with tier B units)

The 6500xt is better and has features like HDMI 2.1 and RDNA 2. But it only has 2 display outputs.

It depends on you, if your CPU and mobo supports PCIE Gen 4,you'd better choose RX6500XT,because the that card only gets x4 speed both in PCIE Gen 4 and Gen 3,you may get some performance loss.

By the way,the second hand GTX1650 Super is also a great choice

You are using a B450 board, so that means you only have PCIe Gen 3 to your disposal.

The RX 6500 XT runs at PCIe Gen 3 x8 on that, which bottlenecks the card. You can get more fps out of it on a PCIe 4 system.

In this case 1650 is better, but older. Even better is if you can get a used 1650 Super. More expensive options are RX 6600 XT or GTX 1660.
