Why do cpu cooler mounting holes change with socket?

Yes

Depends all on the design needs of the traces around the socket and the placement of close peripheral items the socket connects directly to. It’s not done to force cooler changes, it’s more economical for say, intel, to use the same cooler mounting for ages (which is what they have done with LGA 115x and 1200) because they don’t have to make a new stock cooler mounting design.

It changes when the rest of the board and socket design requires it.

I've been thinking about upgrading my poor 6600k to something from AMD, but I really like how my Thermalright cooler performs so I emailed them and got AM4 mount. That was in august and I've not upgraded yet, but it's been on my mind lately. Since then Intel 12gen processors came out and I've been considering an i7 BUT... I would have to buy new mounting system for my cooler because the one I got in august is not compatible with LGA1700 socket. That got me thinking... why cpu mounting systems are not standardised in any way? Are changes in the socket size or wiring preventing one layout of mounting holes? Or is it just a way to drive up cpu cooler market?

AMD's mounting hole pattern hasn't changed in over a decade.

Intel's mounting hole pattern for mainstream systems hadn't changed for years prior to LGA 1700, which is for CPU's that are a markedly different size and shape than their predecessors.

I really don't think you have much to complain about here.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.
