GPU Gives no input, fans spin for a quarter of a second then stop

PC Specs:

GTX 1060 3GB

Ryzen 5 5600X

Asus B550-f 

16GB Tridentz 3200mhz

Phanteks p400a case

750w EVGA supernova

 

So my problem is, as the title says, that my GPU isn't giving any input out and the fans will spin for a fraction of a second then stop instantly, in a cycle. 

 

Fixes I have tried:

- Different pcie slot

- Different VGA power cable

- Taking one of each RAM sticks out and testing without one.

 

I'm pretty certain it is the motherboard, because I tried the GPU in another PC and the fans spun for the few seconds at startup like usual and gave signal. I just find this confusing since the GPU had been working just a couple of weeks prior to this, not sure why the mobo would all of a sudden break on me.

If there are any other fixes you know, please tell me

Try clearing your CMOS first and then see if it will boot. If not, is it possible to try a different PSU in your system? Perhaps from the system you tested your video card in?

I'll try that tomorrow. It could actually be an issue with power, because even without being connected to the PSU it does the same thing.
