That's a little high, but not completely unexpected, especially since it's a dual card (two fans instead of three). It's normal for VRAM temps to be quite a bit higher than core temps, and it'll only start thermal throttling when the VRAM hits 110C. You could try a more aggressive fan curve or reducing core clocks in MSI Afterburner, but according to Nvidia, your temps are within spec.

hello i am new to computers so i am sorry if i am just being stupid

 

my 2080 super ventus xs oc's vram is hitting 101 degrees, and the GPU itself is at 70 degrees
