Installed a total of 16gb of ram but only show up 8gb on windows.

Hi i came accross this person who is selling a set of 2x8gb ram online, and they told me that when both sticks are installed in, the windows only shows 8gb is in use. The person said that he was able to boot up normally and use the system fine without any problem despite one being "defective"? This isn;t my problem but I am curious why is it this way? When there is 1 defective stick of ram shouldnt the system not boot up/post at all? The person didn't tell me much or showed his bios but want to hear you guys opinion. The image attached is what he showed me.

Usually when I've seen something like that, it just needs a clear CMOS and/or a memory reseat. My guess is if you tried each stick individually, they would each work without any problems.
