How possible is it to run a modded minecraft server on an 8GB raspberry pi 4

I've been wanting to run my own modded server for a while now but the hosting options out there are not the best.

Always lag and rubber banding. just don't want to pay massive amounts of money to get a "stable" server.

So I've been looking into doing it myself, I was able to successfully run a vanilla Minecraft server on my own desktop and it runs fine. 

I know mods drastically increase ram usage just for my self let alone a whole server on a single desktop. 

I've seen some people make their vanilla servers on raspberry pi and this seemed to work just fine, but what about modded. 

I just can't find a lot of information about it sadly.

I run a 1.12.2server on a pi and it drops tps sometimes

I could use some help with this!

I recommend changing the server render distance down, changing the limit of mobs, and other basic settings like that. If it wasn't modded, you should use paper or purpur, two very high performance forks of spigot (purpur is based on paper)
