Can I/How can I transfer windows license from a laptop to a desktop?

A laptop will have an OEM license, which is valid for that one computer only. 

A friend of mine is buying a desktop pc, he's currently using a laptop but since he's just staying at home a PC is a better option for him than buying a new laptop. As the title says, is it possible? It is a lenovo laptop and it'd be preferable if he could just use the windows license there since he won't be using the laptop as much if at all once he buys a new pc.
