Did this PCB fall off the PSU?

I have a noisy shitty PSU and I just went to look inside maybe it's dusty but instead I found a green PCB piece that looks crooked as if it fell off where it should've been:

No.  That PCB is actually mounted to the AC inlet right there and has the filtering caps on it.
