Riser Cables makes my RTX 3080 slower

What that says is the card is capable of running 4.0 x16, but it's currently running at 3.0 x1. 3.0 is normal since it's all your machine supports but x1 is not normal under load.

 

So if your riser's connectors are clean and really plugged correctly on both ends and into the top mobo slot it likely broke during the swap.

No they are both connected to the chipset. See mobo manual.

Only restrictions are with SATA.

Sorry, you are right. My bad. I just worked on an x570 board a few days ago where the first m.2 was directly connected to the CPU so I assumed it would be the same here.

Yeah that's new with 11th gen and 5xx chipsets, not applicable to 4xx mobos.
