Even if such an app exists, there is no guarantee that one of the parties isn't simply using another device to record...

Then again you can just record with another device so whatever program you find is gonna be useless against external workarounds

Answer is no. Same applies to any audio or written content. If you have ability record/copy content, so does the receiver.
