Help with my CPU and GPU usage

NVIDIA GTX 1070

AMD Ryzen 5 3600
B450 Tomahawk Max II

Corsair CMK16GX4M2Z3600C20 DDR4 (x2)
Samsung SSD 840 EVO 1TB


My computer has been acting up lately and whenever I play games such as minecraft it runs fine using:

 

[CPU]                                      [GPU]

Usage: 25-50%                       Usage: 40-50%

Temp: 70-80°C                        Temp: 60-70°C

 

When I play Forza Hozion 4 the results go crazy weird:

 

[CPU]                                      [GPU]

Usage: 30-60%                       Usage: 0-4%

Temp: 80-93°C                        Temp: 60-70°C

 

I do have a few things to add:
 

1. Could it be the regional weather? (I live in Southern Spain and usually its an average of 35-40°C)
2. I've cleaned the fans and computer multiple times and that hasn't helped

3. I installed the latest drivers for my GPU

 

Edit: I think I may have a Crypto Miner on my PC because it's always on around 70-80⁰C and whenever I turn off my internet (because I have Wi-Fi since my landlord doesn't allow ethernet) it drops to around 60⁰C stable

If it's 104 F inside the building yeah that would definitely be an issue. You don't cool a machine with hot air.

If it's only happening in one game, it's probably a result of that game. Have you tried reinstalling Forza to see if that fixes the issue?

I don't know what case i currently have (I'll tell you when I'm home) but I have 2 cooler master fans and the AMD Wraith cooler

It happens on quite a few games but I may think it's a problem with Forza because it seems quite stable on GTA 5
