Does my RAM speed affect the speed of my Ryzen CPU?

I am currently running 2400 MHz 2x8gb crucial ballistix ram (it has a latency of 16 clocks) with my Ryzen 7 3800X. This CPU is advertised to have a base clock of 3.90GHz and a boost clock of 4.5GHz, however, when I was putting the CPU under stress (CPU-Z and cinebench r23), the CPU was only running at about 4.0-4.03GHz. Would this be due to my RAM being too slow or that I have inadequate cooling since I am using the stock Wraith Prism cooler.

Yes cooling is the issue, but Ryzen does respond well to fclk/mclk increases

The maximum boost is for single core loads, so any stress test that uses multiple cores isn't going to reach that speed. While RAM can have an impact on performance, it's not going to lower the clock speed of your CPU.

Yea but even still, isn't 4.0-4.03 way too low?
