Xbox: Obtaining Forza EOL DLC

I'm not sure if this is the right place to ask, but I will try anyway.

I have a question for you Forza players out there. Is it still possible to obtain (buy) DLC of Forza games that are end of life (EOL)?

I'm particularly looking for the Forza Horizon 3 Hot Wheels DLC.

Right now, the only way I can think of is finding a key or getting a fake copy of the Ultimate Edition (of course I don't want this). It's a bummer I missed out on this DLC and it was retired from the Microsoft Store last year.

Grey markets are honestly your best bet on that.
