Can I put electrical tape one pcie card

I have a bad looking usb 3 pcie 1x card can I cover it with electrical tape like linus did in building computer with wife. It probably won't get that hot

typical electrical tape is made for a 0-80°C range. So for a 75W PCIe Slot (complete 16x slot) it should be fine. But it may liquify it's glue after a year or two. No mechanical risks there only gross if you plan to make it better later in time.

Would recommend something like kapton tape.

Correct me if i'm wrong, learning is a lifelong mission

I've spray painted many a PCB in my time, couple GPUs too. Mask off the Pcie and give it a spray. Might look a bit better than tape.
