Permanent Line of Screen Tearing After Changing Resolution

So, my sister just got a new laptop. It's not a gaming laptop, but I managed to run games on it by lowering the graphics and resolutions of the games. However, when I lower the resolution and begin playing some of the games, a line of pixels at the bottom of the screen moves about a second out of sync with the rest of the screen's pixels (tearing). I checked, and I do have v-sync enabled (pictures below for images of tearing).

 

That being said, this only happens when I set up the laptop with a certain monitor, and have my sister use it like a desktop. When I pulled up the game on the laptop's screen, the tearing is not present. However, the monitor is not a normal monitor. It is a Vizio 32" smart flat-screen TV, but it supports 1920x1080 (at 60hz, I think). I though that the problem was being caused from the TV simply not supporting the resolution, but the TV says it changes to 1366x768 resolution when I change the game's resolution from 1920x1080 (pictures below). When I change the resolution of the game to exactly 1366x768, it still tears. The tearing only happens with certain games. Can anyone help?

 

(I'm sorry if anything I said above is incorrect or conflicting - I don't have a lot of tech experience)
