After latest windows update my laptop is having plenty of issue

After windows update to 21H1

 

My usb ports are not working at all (no power). Checked device manager, power options, drivers, etc. and in device manager it reporting normal.

As usb port is not working I can’t clean install windows.

 

also my CPU clock speed is maxing out at 0.21Ghz so it’s slow AF right now. Ram & SSD usage are normal.

 

Laptop: Dell Inspiron15  7559

every driver and bios is updated to its latest version.

roll backed to 1809 version and it’s still the same.
