Would the MSI P43 neo F be able to support a 120w xeon processor?

Maybe. People got to near 4ghz on q6600's with good cooling on that board. (active cooling the board with a fan so typical side panel fans in a case of the time).

Seller claims it does, but im skeptical. Would it just clock down the cpu?

What xeon cpu?

120w means nothing. It also has to work too. Is this a lga 771 to 775 mod you are doing? Those are luck of the draw it will work.

I seem to have forgotten to include the xeon's name 😅, it's the x5450. I'm not sure what mod the seller used, here's the ad

Bit of an odd version of the tape mod but sure.

 

As for ocing well the p43 isn't exactly a high end board so have a fan or 2 directly pointed at it so the power delivery and north+ south bridge get some good extra cooling.

But would it be able to handle stock boost clocks? I'm not familiar with OCing, especially on the lga 775 socket. So I'm probably not going to play around with voltage (heck, I don't even know how to unlock the voltage on this board. Was always grey)

Boost clocks weren't a thing back then. You had stock clocks and that was it.
