laptop screen has black and white *static* for a certain tone of white

the screen makes a tone of white look like tv static and i have no idea why

 (pc is a 2013 toshiba satelite with an amd a6 APU and 8 gigabytes of ram, that is all i know for specs)

the color can be seen in the borders of lightmode youtube and is a bit of a distraction, i am not sure if it is normal
