Fuma 2 for normal use/pbo provided you have a decent airflow case and an environment that's at a reasonable temperature (under around 75f or 24c), Artic liquid freezer II 280mm if your case supports it and you want to go overkill, or you have a hotter environment, lower-airflow case, if you want to overclock heavily, whatever.

Scythe Fuma 2, Macho Rev B, Scythe Ninja 5  all are good air cooling options.

240mm+ Arctic Liquid Freezer, EK D-RGB AIO, Lian Li Galad, are some liquid cooling options

Slightly better, pricier iirc.

It does. For your CPU, I'd probably recommend a 360 in that case, airflow is probably garbage. Or I might just recommend getting another, higher-airflow case.

Both are excellent choices, also Fuma 2 that was mentioned before is a great option.

Not a cooler I've heard much about but does seem quite high-end actually.  6 heatpipes and 2 fans - signs of high end.

I'd go with the Arctic Liquid Freezer if to see significant improvement.

I was considering Arctic but their lack of commitment via their 2 year warranty was concerning.

I'm running mine currently with a U12S, plus an additional fan. Stock, temps never got over 81C under 100% load. With PBO and the new curve optimizer enabled with a -30 offset, I knocked a full 10C off that (71C at 100%) and got a nice clock bump to boot. I'm running +100-150MHz on every core, with a max boost of 4.95GHz.

Long and short, you actually don't need that much of an aggressive cooling solution for the 5900X, especially if you undervolt it (and you should).

The NH-D15 would cool better. The Liquid Freezer II 280 / 360 would cool even better.

The ATC800 is certainly far from high performance.
