My dad needs a computer to run a inventory program that utilizes barcode scanner

Budget (including currency): reasonable but able to get the job done 

Country: USA 

Games, programs or workloads that it will be used for: inventory program utilizing a barcode system

He also wants to be able run things quickly and wants me to build him one... I just don’t know what processor/gpus will be best for a workstation

You'll need to know the interface type on the barcode scanner and have that on the computer, also a supported operating system for the inventory software and barcode scanner driver, if it requires one.  Other than that, it shouldn't require much.

Any reasonably modern system should work, something like a Dell Optiplex 7020 or 9020 with Core i5 or i7 off ebay should work. But if you wanna go new, here's a build i would recommend for basic barcoding PoS (point of sales, not piece of shit):

Virtually anything will work. Does he need it to be at all portable? If that's the case, then I'd just get a laptop.

The Intel i3, either this gen or last is also a very solid choice if you want to build your own system.
