does pairing 3000mhz cl15 corsair vengeance ram better than 3200mhz cl16 on an b560 aorus pro ax?? whats your tought, also because 3kmhz is cheaper

CL is a multiplier, not a raw value. CL15 on 3000MHz is equal to CL16 on 3200MHz, and so is CL18 on 3600MHz

Equivalent latency, so the higher bandwidth is better.

How much cheaper is the 3000 kit? As @HairlessMonkeyBoysaid, the latency is equivalent. On a Ryzen based system I would steer your towards the 3200mhz set, however, being that you have Intel the difference will be negligible. If the 3000mhz kit is $20+ (USD) cheaper I would buy that, otherwise get the 3200.

$20 is a huge difference for just 200mhz. I say get the 3000mhz.

In realtime performance, you won't feel the difference.
