Is It normal to have a non-overclocked CPU run over its base clock speed?

Yup fully normal. The cpu will basically never run at base clock, and run at some turbo speed under load.

So I have a Ryzen 5 2600 with a base clock of 3.40GHz and with it running NOT overclocked i'm getting up to 3.77GHz out of it. This is my first PC build I wasn't sure whether or not this was normal or if I maybe messed something up during the boot. I'm not looking to overclock any time soon as i'm not super knowledgeable about computers yet to feel comfortable doing so.

You have just come across boost clock. When the CPU is under load, it will automatically increase the clock speed so that it will run faster. This is normal behavior.
