Scythe FUMA 2 51.17 or
Noctua NH-U9S

The Fuma 2 performs better and is more similar to the NH-U14S in that regard.

Hey, this is my planned pc builld, https://pcpartpicker.com/user/CharlesKer23/saved/DsvYNG

I'm on a budget, but I also want to get good quality parts. Any ideas on what fans I should get? Also, what way should I have them, like Intake or Exhaust. Thank you!

Spoiler

The NR200 has

Top = 2x 120mm

Rear = 1x 92mm

Bottom = 2x 120mm (recommended slim fans for GPUs wider than 2.5 PCI slots) Side = 2x 120/140mm

With Pre-Installed Fans Rear = 1x 92mm + Top = 1x 120mm fan

Spoiler

(I want to keep it air cooled)

The stock case fans should be fine already. Use them first and see if there's anything you're not satisfied with.

The case has clearance for a larger cooler like the Mugen 5 Rev. B or Fuma 2:
