Weird Static on Asus X-570 audio across all outputs including USB

I’ve been having this issue off and on, but it’s been happening pretty much everytime I boot my system up now. 
 

I first noticed it through usb audio but it’s now spread to every output I have the ability to test now. 
 

- The issue;

On every 3.5mm audio device and usb audio device I’ve tried [on my pc] I’ve had weird static and popping.

 

- What I’ve done so far;

ive updated the Realtek audio drivers

I’ve ran a Dism clean up command in command prompt

ive tried every 3.5mm device and usb device I have (they all have static and popping) and confirmed they don’t pop or have static on other sources

i’ve disabled every other audio driver but the one currently in use.

I’ve attached only the audio source with every other I/O port unoccupied

if anyone has suggestions on troubleshooting steps or possible solutions I’m all ears

 

should be noted I recently swapped my graphics cards from an rx590 to FE 3060ti
