It's the same as DirectX: WIndows has support for it and the drivers add hardware-acceleration to it.

so open gl is already in windows by default, you never actually download it? and direct x is in windows by default so you never actually download that either? so a physical windows iso disk or whatever has direct x and open gl in it?

You need to download it https://developer.nvidia.com/opengl-driver

Sometimes it is, sometimes it isn't. If you are missing OpenGL, visit this link https://developer.nvidia.com/opengl-driver and download/install it through there.

is it in the normal nvidia drivers? I checked the latest driver in GeForce experience is the same as the one the open gl thing sent me too.

OpenGL should be included with the graphics drivers. I don't recall having to install it separately since the Windows 98 days

ok that explains how I got Minecraft to work on a pc with no internet with a fresh install of windows by just installing gpu drivers and java from a flash drive.

Yes but sometimes it could be missing. It was missing for me so i just downloaded it seperately and it was fixed.
