Seems to me it's as simple as using a corn dog to collect the cotton candy.  So just imagine a stick of cotton candy with a savory, hot-doggy core.

I suspect this depends heavily on the flavor of the cotton candy.  Bubblegum?  Nahhh.  Certain fruits?  Maybe.

Well, the biggest problem I could see would be either extra cleaning or extra resources.  Corn dogs are naturally greasy once they've been fried (baked corn dogs are the devil), and that's not something you'd want to use to naturally gather cotton candy in the traditional sugar-spinner that makes the cotton candy...so in my mind it'd either involve regular cleaning of the sugar spinner (possibly including disinfection) or some form of handpacking the cotton candy onto the corn dog.  The other question would be how well would it stick on a corn dog with its naturally greasy nature.  Perhaps the simplest solution would be to blot the surface grease off after frying it.  I dunno.
