My Zotac Gaming Twin Fan 2070 Super is Idling at 81c

Hello, for some reason my GPU is idling at 81c and it constantly at 100% usage from Desktop Windows manager and Client Server Runtime Process. I tried setting the priority to low and it did nothing. I completely reset my overclock and it still didn't help so I don't know what to do. Whenever I move my mouse across the screen my GPU usage goes to 100% and im not sure why. The card when I got it around 5 or 6 months ago was doing fine and was idling at 32c. The gpu usage at the time was around 23% usage even while gaming. Any ideas on how to fix this?

Have you tried reinstalling the graphics driver?

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

PSU             : Thermaltake Lite power 550W (Gonna change soon as i dont trust this)

CPU COOLER      : ID-Cooling SE 207
CASE FANS       : Mix of ID cooling fans, Corsair fans and Rakk Ounos (planned change to ID Cooling)
DISPLAY         : SpectrePro XTNS24 144hz Curved VA panel
MOUSE           : Logitech G603 Lightspeed
KEYBOARD        : Rakk Lam Ang

HEADSET         : Plantronics RIG 500HD

Kingston Hyper X Stinger

 

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)
