Sounds like ghosting (slow dark transition speed), VA panels suffer most notably from this.

There is no absolute fix, its a flaw in the technology.

Only the Samsung Odyssey G7 has been able to design a VA panel fast enough to avoid this issue in its entirety.

 

However, ur display, the Dell S3220DGF, is one of the better VA monitors, one i often recommend.

 

Find the overdrive setting and set it to 'super fast'. This should help a lot, but wont clear it up entirely.

'Extreme' may well get rid of it almost entirely, however it will introduce 'overshoot' artifacts (inverse ghosting), which can be more noticeable than regular ghosting.
