How can I lower the transmitted resolution of my GPU's HDMI port?

I am trying to use a adapter that is not capable of what my GPU is putting out and want to see if works if I just lower this to fit in the adapter's specs. I tried changing the Display Adapter settings in windows but it still does not work, I know that the display can handle more than the GPU can even put out but is there a minimum that a display would need to show any signal?

What adapter and which ports are you trying to use?

yes if you lower your resolution settings in windows it should also lower the resolution transmitted obviously. 

So lower it to 480p windows will transmit 480p to the monitor connected, for example.

I am trying to use the full bandwidth of my HDMI 2.0 port with this adapter In to a display port 1.2 port and I think the adapter is my bottleneck so I am trying to make everything fit within spec of it.
