cause of black screening?

specs are - b450 tomahawk max, rtx2060, evga gold certified 650w psu, Ryzen 5 3600x, corsair vengeance 3600mhz 2 sticks of 8gb ram. wd blue 1tb M.2 ssd

my issue is that I am black screening when imp in games, built the black screen makes my tabs black out and crash after my screen comes back on. the black screen only lasts 2 seconds but it makes anything else I have opened crash, ive updated bios, tried a different graphics card, checked all connections, completely wiped my computer, but the issue continues to happen. even low demanding games it is the same issue over and over and i have no clue what to do next. when I look in task manager, when I black screen, my gpu usage sky rockets to the moon, but it does not make sense because I tried a completely different gpu and was still black screening. it is a simultaneous black screen and application black outs through both of my monitors, if someone could help me please I have no clue what to do here.
