Can you turn off 4k in xbox one x

Hi can you turn off 4k on 4k enhanced games to just play in HD

 

Can you do that?

On an individual game basis no, but you can just change the settings on the Xbox itself to only output 1080p if you want and it will apply to everything.  There is even a tick box for allowing 4K which presumably forces games into 1080p while still upscaling to 4K.

...eh? It's all game-dependent, as some games do offer lower resolution modes (as well as Xbox One X-enhanced Xbox 360 titles offering a "performance mode" that runs in that game's native resolution), but as a general rule, the majority of One X-enhanced titles will always run at the resolution it's made for. 

You can output 1080p (and 720p, as a matter of fact) on the Xbox One X, though.
