GTA V not consuming all performance but still low FPS

I can only think having the distance scaling so high is causing a bottleneck somewhere. Try this and see if it helps. 

 

Disable V-sync

Extended distance scaling off
Distancing scaling, population pull them back a few clicks
Turn MSAA to 4x 

 

I've locked my FPS to 61 in GTA, your FPS seems OK but the low usage doesn't. 
 

specs:

  • i9 9900kf
  • rtx 2060 super
  • 16gb Corsair Vengeance 2666MHz

 

The tests below were performed with GPU-Z (for gpu usage), task manager (for CPU usage) and MSI Afterburner for the FPS overlay

 

In GTA V:

      FPS Average: 70-120 (When looking down I get 144, but that's just to prove it's not locked)

      GPU Usage: ~55%

      CPU Usage: 40-50%

      Graphics: All high or ultra

In Cyberpunk 2077:

      FPS Average: 50-60

      GPU Usage 98-100%

      CPU Usage: 50-60%

      Graphics: Ultra RTX

 

 

Why is GTA using such a small percentage of my available hardware? I know it's an old game, but I should be getting higher performance right?!?

What settings are you running? I get 99% GPU usage on my 2060 running 1440 with most things on high/ultra and 4x MSAA.

I'm just wondering why it's not consuming all of my performance on the table, thus increasing the FPS I'd assume

Oh wow that actually worked! My GPU load is now at a steady 99%, thank you! How did you know what was causing the bottleneck, and why was this an issue?

It is still the FPS, if anyone was wondering

Was a hunch, though I'd of expected higher CPU useage with those settings you had, guessing GTA still doesn't take full advantage of all your cores. You can probably get a more stable FPS if you tweak the MSAA setting, and turn some settings down from Ultra/ very high to high but you'll probably be ok.

Alright. Just so you know my CPU is still sitting at what it was before

If it’s still the same FPS then you’re still bottlenecked. 
 

...which is totally normal because it looks like your processor is being maxed out. Games don’t utilize every possible thread available, especially ones as old as GTA V which is why even though the game is maxing out its threads, your processor has more than the game can use and only shows 50% usage.

 

Your GPU only jumped its resource usage because MSAA is a massive resource hog.

Yeah it's the exact same FPS. Looking at my her-core performance, it seems like GTA is using all of the cores, with one core being about 20% more utilization than the others. What can I upgrade to NOT have a bottleneck?
What CPU? IS there any better CPU for GTA? How about a cpu I can use with a 3080 that would work good on GTA?
