Ram slots or ram cause pc to freez even in bios

I ll start with spec: I3 9100f gtx 1650 Asus motherboard ...1 stick 8 gb of ram and I changed my psu twice so it is not the problem.

Computer freez in bios or windows after 3-15 minutes.  Tried memtest86 but it freez before completing 4 passes.

When computer freez it will start a shutting down and restarting loop sometimes.

No overheating for any component. Nothing overclocked.

Mobo is out of the case while testing 

Is it short circuit? I cleaned mobo and ram. 
Some posts suggest increasing ram voltage would help in stability.. if so how much should I increase it
