Gaming bottlenecks

So I bought and am playing Cyberpunk like the majority of gamers right now and playing with my outdated graphics card it got me thinking of a question. So when i'm gaming and I open up task manager to see what my %'s are like. I see my cpu and gpu both around 60-80%. Not seeing either of them pinned to the max I feel like i'm leaving performance on the table. Am I wrong in thinking that? I have a Ryzen 7 2700x and a 1080. And my 1080 is eating dirt, past year or two I have benchmarked it and it is performing worse then most average 1080 scores.

1st of cyberpunk in it’s current state is super unoptimized and maybe just maybe your CPU might not handle it

Never use Task manager as when you are out of game, the stats change because the game isn't focused as priority anymore.
Use HWINFO/MSI Afterburner/GPUZ in the background WHILE you play, then alt-tab and check the usages in those.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Downloaded HWInfo, which sensors should i be focusing on? Haven't used this before.

@Beep or Boop how is the situation in other games? Cyberpunk is relatively new and not fully optimized but Nvidia has already released special drivers

Most other games its highly up and down. Sometimes I could be getting 100 fps and the sometimes it dips down to 50.

Sensors Only when you start it.
Click the expanding arrows on the left bottom corner a few times.
Look for GPU usages, CPU usages, Temps if need be.

If gpu usage in other games is about 100% it’s probably because cyberpunk isn’t fully optimized

As you already have the kit does it matter? 
 

Can you quantify the loss through your in game experience?

 

If you were buying new kit I can see why  you may consider bottlenecks but for stuff you already have it’s not worth worrying about.
 

Bottlenecks are for the most part a “cost per FPS” issue and not an experience one.

If it can't saturate my 165hz screen refresh then it's outdated.

 

... common ... our 1080's are 4 years old. I've got a 4 year old right now and even he's telling me he's old.

What about having task manager open in the background on a second monitor?

That should be fine as long as the game is focused as primary app in use.

Ok so looking through HWInfo everything is inbetween 60-80% usage with cpu and gpu like task manager said. So since i'm barely getting 60 fps, am I leaving performance on the table since i'm not 100% my hardware, or is it just my hardware isn't beefy enough?
