1ms vs 4ms ??

So i haven't actually like..sat down and play on a pc before (only with ps4 on tv) and i am buying a screen for around 100$ but my options are limited cause of my region. So whould i see a big difference if i choose a 4ms over a 1,2ms monitor (in gaming)? 

Also does it matter if the monitor has only vga and HDMI inputs?

I'd not get a monitor with VGA, that's really old and pretty much no GPU has that anymore. So it is useless in most situations (unless you need to attach it to e.g. an old server).

 

You want DisplayPort (DP) and HDMI.

Played on different response time screen 8m and less but havnt noticed any big difference, the only difference and impact is when we jump from 60 hz to 120 or more then you gonna see difference

In regards to your specific question about response time. You can more or less ignore that specific spec as it is one of the most misleading specs advertised.

 

That said, even if it were accurate, yes would most certainly see a difference between a 1ms response screen and a 4ms response screen assuming all else is equal.
