Does coil whine in a GPU only happen under load?

I’m asking because I hear a noise and I want to figure out if it’s my power supply or GPU. I hear it on the home screen when my GPU isn’t under load so that’s why I’m asking. And how can I tell my GPU is under load? Is it when my fans are spinning?

just use some monitoring app like hwmonitor, or the task manager but it sucks,

 

coilwhine can happen even without any load in it

Coil whine is a common problem, and it could be the PSU or GPU. It doesn't always happen under load. Try operating it with the side panel off and putting your ear near the PSU and GPU respectively to hopefully try and pinpoint the source.
