Not having enough thermal paste can lead to higher temperatures, but it shouldn't lead to a non-POST scenario.

What motherboard are you using?

it might come down to mounting pressure or a bad seating of the chip. If you try reseating it and it still has trouble and doesn't post, I would check the socket or pads on the CPU to make sure they are clean. A bad seat or dirty pins/pads can sometimes lead to no-post scenarios. Threadripper chips have that problem a lot for bad seating or incorrect mounting pressure if you don't have the torque wrench provided, so a bad seat causing a no-post isn't unheard of and is probably the best case scenario for you.

You might also be running into validation issues if it's something like a ThinkCenter prebuilt for business. Not all socket-compatible chips are validated for every chipset or board. Riley and Linus ran into a similar issue with the $69 gaming PC with the Extreme Edition CPU they wanted to put in. It was socket compatible, but DELL had never validated that chip for that board.

9900k or 9900ks? most people don't realize you will need a bios update for the ks, some people have had issues with instability due to that. The joys of you being vague

edit: looking at the specs depending on your build the power supply might be a bit on the light side since apparently you could have one of the following. You may be having heavy droop as cpu is loaded a bit during bootup

280 watts, autosensing, 85%
350 watts, autosensing, 85%
450 watts, autosensing, 85%
500 watts, autosensing, 85%
