What@Den-Fi said regarding Protocase. Pretty much any shop that does sheet metal work can design and build whatever you want. Just be prepared for big bucks for engineering time, tooling costs, material costs and labor just to make it.

Protocase does fully custom cases from scratch so not really „ modding „ but you should have at least some plan on what you want them to do

It very much depends on what you want done, something simple like a PSU shroud or custom radiator mounts etc are easy but if you want a complete custom case as others have suggested places like Proto case would be your best bet or a local metal shop. Just note that stuff like that for a one off will be expensive.
