Sorry I'm late to the party, but dump the SSDs for you OS and just put it on a USB thumbdrive.  It frees up SATA ports for more drives.  Keep a copy of  your config file on a separate media in case the thumb drive conks out.

How are yo planning on divvying up those 16tb? If Z-raid1 (yields 32 gb) You could now still get the same storage for less money by using you two free'd up SATA slots and going for 4x 8 TB drives.  I would recomend going z-raid 2, though as the rebuild in case of failure could kill the surviving disks. If you go this method, get 10GB drives and (still save money).

Also, make sure that all NAS drives are PMR or CMR, not SMR! SMR is bad for large files and will increase your write times by ten fold on FreeNAS.
