You would think the devs would’ve wanted players to enjoy the best experience possible graphically and people probably have settings turned down below necessary due to what the game says is required.

Better to underpromise and overdeliver, you will be in hot water if you said that "it only need X GB" and then in the one horrendous scene when everything is popping up at the same time and you enter a stuttery mess.
