Using another GPU to bypass NVidia 4 monitor limit?

Yes, that will work. 

 

I was doing that with a 2070 and some old 7 series card before switching to AMD so I don't have to deal with software locks. 

I have a triple monitor display and vr connected to my 3080 which takes the 4 monitor limit. I was wondering if i can use a 1060 to add another monitor or 2. Or would this still count towards the limit.

4 monitor limit is per card so you can easily go beyond it with another gpu.

Another card will work fine. I use my cpu to power 2 monitors as well. Incase that’s an option for you.
